The Challenge of Corruption in Uganda
Corruption remains one of the most pressing governance challenges in Uganda, eroding public trust, distorting development priorities, and undermining service delivery. According to the Inspectorate of Government (IGG), Uganda loses an estimated UGX 10 trillion to corruption every year, equivalent to over 44% of annual revenue. Between January 2022 and June 2023, only UGX 7.99 billion was recovered, representing less than 0.1% of the total loss.
These figures highlight the magnitude of the problem and the urgent need for preventive and community-driven approaches. While government agencies and civil society actors continue to combat corruption, persistent gaps remain. Young people, who represent about 72% of the population and are aged 30 and below in Uganda, are not adequately engaged or empowered to take part in anti-corruption efforts.
Many lack opportunities for values-based ethical leadership training, civic education, and practical platforms for participation in governance. At the same time, low community awareness of anti-corruption measures and weak grassroots mobilization perpetuate a culture of impunity. Without ethical grounding and informed civic participation, youth risk becoming bystanders or even participants in the cycle of corruption.
