In early 2025, Bosco Oico found himself reflecting on a question that many people were asking but few seemed able to answer: Why does corruption continue to persist despite decades of reforms, policies, and public awareness campaigns?

His curiosity was sparked after reading a report by the Inspectorate of Government that highlighted the enormous social and economic cost of corruption and fraud in Uganda. Like many Ugandans, he was concerned about the impact these practices were having on public services, institutions, and the country's future. But rather than focusing only on the visible consequences, he wanted to understand what lay beneath them.

As he searched for answers, his thoughts returned to his own childhood. From the age of four, his father had taught him simple but lasting values: honesty, discipline, respect, and the importance of doing what is right even when no one is watching. Those lessons remained with him throughout his life and shaped the way he viewed leadership, responsibility, and personal conduct. Looking back, he realized that many of the values that guide people as adults are often formed long before they enter positions of influence.

In conversations with friends, professionals, and community members, a common explanation emerged: poverty. Many believed corruption was largely a result of economic hardship. While Bosco understood that poverty can place people under difficult pressures, he felt the explanation was incomplete. He questioned why wealthy individuals and senior leaders—people who already had access to resources, opportunities, and influence—were often involved in major corruption scandals. At the same time, he knew many people from modest backgrounds who had remained honest, principled, and committed to doing the right thing despite significant challenges.

These reflections led him to a different conclusion. Poverty may influence decisions, but it does not fully explain ethical behaviour. Likewise, wealth does not guarantee integrity. Character, values, and personal principles matter. The choices people make when faced with temptation are often shaped by the values they have carried with them for years.

Wanting to move beyond assumptions, Bosco conducted a needs assessment involving 500 university students. The findings were revealing. Sixty percent of respondents said young people lacked opportunities for practical ethics and integrity training, while seventy-six percent recommended using football and social media platforms to engage youth because these are the spaces where they are most active and connected. The assessment revealed a clear gap: many young people wanted guidance, mentorship, and meaningful conversations about ethics, leadership, and responsible citizenship, yet few platforms existed to provide them.

For Bosco, the message was clear. If Uganda is to build a more ethical, accountable, and democratic future, investment must begin with young people. He became convinced that nurturing values early in life is one of the most powerful ways to break cycles of corruption, weak accountability, and undemocratic practices. Young people are not only the leaders of tomorrow; they are already shaping communities, institutions, and public life today.

This conviction gave birth to AfriEthics Initiative, a values -based organisation. What began as a personal reflection evolved into a mission: to create opportunities for young people to learn, lead , practice, and champion ethical leadership and democratic values. Through innovative approaches such as football, social media, mentorship, and civic engagement, AfriEthics Initiative Ltd seeks to empower a generation that will lead with democratic values of integrity, accountabilty and disciplince.
